You are summoned to attend the Annual meeting of Holme Low Parish Council which is to be held on Tuesday 10 May 2016 in the Community Hall, Petteril Street, Silloth commencing at 7.30pm. Please let me know if you are unable to attend.

Agenda

1. To elect a Chairman of the Council.

2. To receive the Chairman’s Declaration of Acceptance of Office or if not then received, to decide when it shall be received.

3. Apologies
NB Cllrs. Must provide a reason for not being able to attend a meeting which is recorded in the minutes.

4. Declaration of Interest
Members are invited at this stage to declare any personal interests they have relating to any item on the Agenda and having done so, to consider whether they also have a prejudicial interest in that item. NB Advice on this can be sought from the Parish Clerk. Members are requested to seek advice, wherever possible, before the meeting starts.

5. Exclusion of Press and Public
To consider whether the press and public should be excluded from the Meeting during consideration of any item of business on the Agenda.

p) Sue Hayman – Concerns have been expressed over news that Reays will no longer be providing a bus service between Skinburness to Workington. Copy of response received from Reays provided.

x) Integrated Transport – Reay’s Service 60: Skinburness – Silloth – Maryport – Workington. Email to confirm that Reay’s will re-introduce the current timetable on the service 60 from 28 March.
Reay’s will be monitoring the service and a new timetable is likely to be introduced.
y) CALC – DCLG has announced a new limit for 2016/17 under s137 of the 1972 Local Government Act as £7.42. Copy of NALC’s briefing attached.
z) CALC – Carlisle solicitors Burnetts are offering free legal advice to anyone needing it in connection with the floods.
aa) CALC – Copy of revised Financial Regulations from NALC. Also a copy of briefing note.
bb) Information and advertisement regarding the recruitment of Multi Agency Public Protection Arrangements (MAPPA) Lay Advisers.
cc) Hopes Auctioneers – Field adjoining Cow Lane has been let to W. Morgan, Retrieved, Blackdyke for £350.
dd) Success Regime – details of a programme of public meetings across Cumbria to give the public a further chance to have their say about the future of healthcare in the county.
ee) Cumbria Highways – Re: Wolsty Road. Flooding , mud and potholes have been reported. Ref: 12/1389439
ff) Email from PCSO Pete Nichol re: Speeding at Causewayhead. TDU will be put near Longcummercattiff to monitor the speed of vehicles.
gg) West Cumbria Community Forum, Fri 20 May 2916, 10.00am – 12 noon, Cleator Moor Civic Hall.
hh) Cumbria Highways – Change to the Highways Hotline number which is now 0300 303 2992. Faults can also be reported at www.cumbria.gov.uk/highwayshotline
ii) Healthwatch Cumbria Survey: Success Regime. Closing date for views 8 May. Copy circulated to members of the Council.
jj) Patient Online – Information from the NHS about the new on-line arrangements for making GP appointments, ordering repeat prescriptions and accessing some medical records.
kk) Copy of the response document that the West, North and East Cumbria Success Regime sent to the Care Quality Commission to address the concerns it raised about services provided by NCUH. A full copy can be provided on request.
ll) CALC – Information re: New Funding for Transparency Code Compliance 2016/17.
mm) Cumbria Highways – re: footpath between Causewayhead to Barracks Bridge. Footpath will be assessed and will let the Council know when work will be done to remove excess vegetation along the edges.
